Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in FAO's global mandate and Strategic Objectives. More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.


Reporting Lines

The position is under the overall supervision of the FAO Representative in Somalia, and the direct supervision of the Fisheries Sector Coordinator.


Technical Focus

The incumbent will provide support in the operational activities in the fisheries sector and long-term development projects in Somalia.


Tasks and responsibilities

• Handle day-to-day operational aspects of fisheries activities and development projects in accordance with the corporate project cycle and work plan.
• Assist with the operational monitoring of FAO Somalia projects and take appropriate actions to support project managers to enhance project delivery, including monitoring of expenditures.
• Coordinate with the respective project manager and concerned technical officers to ensure proper planning and execution of each planned component of the project; including the design of technical specifications for the inputs required for the planned interventions.
• Carefully monitor the implementation of the fisheries project work plans to ensure timely implementation of each planned activity in consultation with the respective project managers and M&E team and supervise and contribute to the preparation of reporting documents and their submission to the donor as required in the agreement.
• Ensure the timely provision of project inputs (personnel, technical support services, sub-contracts, training, equipment, and supplies) directly by the Organization or, when appropriate, through contractors, and by liaising with the operation team and Support Units.
• Monitor the implementation of Contracts and Letters of Agreements (LoAs) with implementing partners and provide operational support, advice, and guidance to goods/service providers.
• Liaise with the Operations and Administrative Units and support the Fisheries sector of FAO Somalia on relevant issues related to Programme implementation (i.e. budget preparation, financial control, human resources management, travel/logistics operations, missions, procurement, and operational backstopping to the field).
• Participate in the design of fisheries projects and Programmes, including the preparation of project proposals and fully-fledged project documents.
• Maintain and update information systems and databases, as applicable.
• Support the fisheries sector in other daily workloads related to its project portfolio.
• Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in Business Administration/Project Management/Operation management or any other Social Science Discipline.
• Minimum of 5 years of relevant experience in humanitarian rural development sectors including work experience with national and international NGO’s, UN agencies, governments, and donors
• Working knowledge (level C) of English, French or Spanish and limited knowledge (level B) of one of the other two or Arabic, Chinese, Russian for COF.REG. Working knowledge of English (level C) for PSA.SBS.
