What we do

The International Committee of the Red Cross (ICRC) responds to worldwide humanitarian needs through its global network of delegations. The ICRC is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.

 

The humanitarian sector has been undergoing a significant digital transformation in recent years, creating both opportunities and risks. On the one hand, people affected by humanitarian emergencies are increasingly connected, and humanitarian organizations are developing and offering digital humanitarian services. On the other hand, unauthorized access to or extraction of humanitarian data by malicious actors, to gain operational advantages or for other non-humanitarian purposes, can create significant risks for the dignity and safety of vulnerable people whilst undermining the work of humanitarian actors.

 

The recent creation of an ICRC Delegation for Cyberspace aims at strengthening its capacity to be operational, also in a digital space, according to the standard working modalities of the ICRC. The ICRC Delegation for Cyberspace aims at exploring new ways to support, enable, and protect the ICRC’s digital footprint, which is made up primarily of the data that affected populations entrust it with. The Delegation also aims at creating a safe R&D environment to develop a response to the challenges brought by digitalization, notably in conflict settings, and anticipate those that will continue to emerge with its expansion. Understanding what adherence to the fundamental principles of neutrality, impartiality, and independence of exclusively humanitarian action means in a digital world, and adapting its operating modalities and technology choices accordingly, is a key component of this. This is essential for the ICRC to gain and preserve the trust of affected populations as well as interlocutors, to continue to have access to affected areas, also by digital means, to ensure that affected communities access essential humanitarian services, and to ensure the acceptance and safety of its own staff.

Purpose

The Resource Mobilization Division (REM) oversees coordinating resource mobilization efforts across the institution to engage with multiple stakeholders ranging from donor governments, multilateral institutions, National Societies, the private sector including corporates, foundations, HNWI, UHNWI and the public to maintain a sustainable stream of quality income for ICRC’s humanitarian operations worldwide. REM is one of the three divisions reporting to the department of Department of Mobilisation, Movement and Partnership (MMP).

As part of REM fundraising strategy, the Fundraising by Product (FbP) aims at enhancing donor engagement by offering them the possibility to support ICRC activities through fundraising products that are tied to specific themes. The FbP constitutes a pivotal component of REM fundraising strategy, designed to accelerate fundraising efforts and to seamlessly align with and address donor preferences. The approach also includes ongoing performance monitoring, ensuring continuous adaptation and improvement of products in line with operational developments and evolving donor interests.

The Digital Transformation Product Manager is responsible for exploring and proposing fundraising avenues for ICRC digital transformation and ICRC global cyber operational hub, as well as ensuring communication and reporting related to these fundings.

Job Responsibilitiles

Financing and Fundraising Strategy development

  • Conduct market research and analyses to identify opportunities and trends, to enable the funding of digital transformation, data protection, and cybersecurity ambitions of the ICRC.
  • Develop and execute a financing and fundraising strategy roadmap for the cyber operational hub and, more broadly, the digital transformation that aligns with the organization's strategic goals and mission.

 

Product Development and Management

  • Collaborate with cross-departmental teams between Luxembourg and Geneva to define product vision, goals, and requirements.
  • Manage the end-to-end product development lifecycle, including ideation, design, development, testing, and launch.
  • Collaborate with internal teams, external partners, and consultants to oversee product development projects, ensuring timely delivery and adherence to quality standards.
  • Continuously monitor and evaluate product performance, making data-driven decisions for improvements and refinements.
  • Build and maintain strong relationships with key stakeholders, including donors, partners, and internal teams, to understand their requirements and translate them into actionable product enhancements and features, or incorporate them into new product development plans.

Accountabilities & Functional responsibilities

Communication and Reporting

  • Develop and implement a reporting strategy, which is tested at the example of the project that has been agreed upon with Luxembourg.
  • Collaborate closely with the other teams within the LUM delegation, relevant units and departments, to develop and refine narratives, financial and data reporting to communicate the tangible impact of donor contributions to cyber operational hub and digital transformation.
  • Provide support to donor relationship managers and, when and if necessary, communicate with donors to provide updates or answers to technical questions.
  • Links up closely to the country manager for Luxembourg to ensure coordination with delegation’s host govenrment.
  • Communicate product updates, progress, and results to stakeholders, ensuring transparency and alignment.
  • Collaborate with marketing and communications teams, and with REM Centres of Expertise and Regions, to develop strategies and materials that effectively promote products and generate awareness.
  • Contribute to the Digital Transformation Governing Bodies to ensure alignment between digital transformation products and donors’ expectations.

People management responsibilities : No

Relationships

  • Internally, interacts with the other teams within LUM delegation, REM, COM and MOUV (MMP), OPS, PES, SDT, EODG including specifically DPO and with operational regions.
  • Externally, interacts with donors, partners, supports and peers

Certifications / Education required

  • University degree in Communications/Marketing (or equivalent) 

Professional Experience required

  • University degree in Communications/Marketing (or equivalent)

  • 7-10 years’ experience in the following areas marketing, communications, fundraising, product management, finance and reporting

  • Good understanding of digital transformation and cyber activities is a major asset

  • Good understanding of new funding models, including through capital markets, insurance and re-insurance is a major asset

  • Excellent communication, presentation and writing skills

  • Fluent English essential, French and/or German highly desirable

  • Demonstrable experience in improving processes

  • Very good knowledge of ICRC and funding mechanisms is an asset
