The Directorate of Employment, Labour and Social Affairs (ELS) is the focal point for OECD work on building more cohesive and inclusive labour markets and societies through policy advice related to high employment and quality jobs, investment in human capital, reduction in poverty and exclusion, better health-care systems, and good management of migration flows.

The Skills and Employability Division (SAE) in ELS provides advice to OECD governments across a range of key policy areas such as active labour market policies or vocational training and adult learning. SAE also has a special focus on ageing and employment policies and on the link between health and work and, thus, on vulnerable groups that are underrepresented in the labour market such as older worker and people with disability.

ELS/SAE is looking for one or two dynamic, innovative, and motivated junior economists with knowledge on social, labour market and skills issues to carry out analytical and policy-oriented work, especially in the fields of population ageing and disability. The work will involve a mix of data and policy analysis conducted in a dynamic, multicultural environment by teams of qualified and experienced economists. The selected candidate(s) will work under the supervision of senior economists leading the work.

Job Description

Main Responsibilities

The successful candidate(s) will be expected to work on one of the following projects:

Sickness and disability policies: This activity consists of undertaking research on the role of social, labour market and skills policies for the labour market inclusion of persons with disabilities, with a particular focus on the right balance between effective mainstream policies and targeted sickness and disability policies. The work includes providing support to countries in closing the large and persistent disability employment and disability poverty gaps, including through improved employment services and better work capacity assessments, and in addressing challenges and harvesting opportunities arising from technological innovations and the new world of work.

Ageing and employment policies: This activity consists of undertaking research on the impact of demographic change on OECD labour markets and enhancing employment, skills, job retention and labour mobility at older ages. The work includes providing support to countries in implementing the OECD Recommendation on Ageing and Employment Policies to promote active ageing. Particular emphasis is also given to effective employer, human resource, and management practices to promote age-inclusive workplaces. The activity consists of a combination of analytical and policy-oriented work both in a cross-country comparative setting and in the form of country reviews.

Research and analysis

  • Identify and analyse policy-relevant issues in the topic-relevant work area.
  • Draft reports and publications in collaboration with colleagues and external experts.
  • Prepare policy briefs and presentations to summarise research and reports for non-technical audiences.
  • Undertake analysis of microdata, including from national labour force surveys, longitudinal surveys, administrative data, and linked employer-employee data.
  • Participate in the general work of the Directorate, including drafting of briefing material and speeches for senior OECD officials, reviewing, and drafting analytical and policy documents as well as contributing to horizontal and intra-directorate projects as appropriate.
  • Supervise the work of statisticians and manage external consultants, where necessary.

Liaison and outreach

  • Represent the OECD in external seminars and conferences and deliver presentations.
  • Develop and maintain strategic working relations with senior officials in member country administrations and other international organisations, as well as with academics.
  • Organise fact-finding missions (virtual and in person) and workshops and participate actively in missions to member and non-member countries, as required.
  • Keep abreast of relevant economic policy developments in selected member and non-member countries.
  • Keep abreast of developments in the relevant academic literature.

Qualifications

Ideal Candidate Profile

Academic Background

  • A advanced university degree in labour economics, social policy, development economics or another relevant field of study, with a foundation in quantitative analysis and statistics.

Professional Background

  • A minimum of three years of experience of applied research and policy analysis in the area of labour economics and employment and social policies, acquired in a national administration, international organisation, university or research centre.
  • Strong knowledge of quantitative analysis is essential, with experience in analysing large-scale data.
  • Strong drafting skills and proven ability to prepare reports independently, under the suspervision of an experienced economist.
  • Demonstrated ability to formulate clear policy recommendations based on solid analytical work.
  • Ability to explain policy and economic issues to experts and lay audiences.
  • Ability to work effectively within a team of economists, analysts and statisticians.

  • Good knowledge and experience in the use of statistical/econometric software (e.g., STATA or R).

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration

  • 13 months fixed term appointment, with the possibility of renewal.

Selection Process

For retained candidates, written tests and video-recorded interviews are foreseen for the second half of June 2024 and online panel interviews are planned for mid-July 2024.
