Regional Programme Manager, Coordination and Integration

BACKGROUND
The position will be formulating and implementing regional program policies, managing planning cycles, and ensuring adherence to quality standards. The incumbent will be overseeing program finances and providing guidance to teams while contributing to strategic initiatives. Additionally, the person will be integrating programs, managing portfolios, and providing oversight for project execution, leading strategy development, identifying funding opportunities, and engaging with partners, involves staff supervision, coaching, and ensuring efficient program operations.
JOB DESCRIPTION
Specific duties include, but are not limited to the following:

KRA 1: Programme Management, Integration and Leadership (40%)

1.1. Programme Management and Leadership
• Spearheads the formulation and roll-out of regional programme related policies, procedures and guidelines.
• Management of the implementation of a regular planning cycle, the use of a common set of tools, methods and standards for planning in IUCN, including performance criteria, for the IUCN Oceania Programme.
• Provide guidance to programme/project teams on the formulation and execution of operational workplans in alignment with IUCN quality standards and guidelines.
• Management of the monitoring and evaluation of programmes and projects in collaboration with the Office of the Regional Director for ORO.
• Management of the programme finances in collaboration with the Finance and Operations Unit to ensure overall operational efficiency and compliance against IUCN policies and guidelines.
• Ensure quality assurance of programme and project implementation.
• Contribute to ORO’s strategy, performance and learning work including the coordination and delivery of ORO team reflection and learning activities.
• Contribute to ORO’s strategic constituency services including the development and implementation of a Strategic Member Engagement Framework for Oceania members.
• Develop a package of IUCN ORO offerings for members to support Strategic membership and partnerships engagement by the RD.
• Instigate the development and implementation of a programme for member secondments and attachments at ORO and broader IUCN to build capacity across Oceania membership in alignment with their needs and priorities.
• Support the monitoring of ORO programming engagement and presence across its membership in line with IUCN’s policy targets ensuring alignment of ORO’s membership drive and programme delivery.
• Oversee the coordination, development and sustainability of programmes at all levels in collaboration with the Regional Director and Project/Thematic Programme Leads.
• Oversee the preparation and submission of Quarterly and Annual Reports by all Oceania Programmes.
• Provide regular updates to the Regional Director and Core Leadership Team on changes and trends in relation to IUCN’s programme both in the region and globally.

1.2. Programme Integration

• Develop and implement an integrated training programme on programme planning, budget formulation and project cycle management.
• Lead programme technical integration across ORO including the use of results, tools from ORO and IUCN flagship, harmonisation of the work with common partners
• Support capacity development in ORO for the mainstreaming of gender and social safeguards across programmes and projects.
• Lead and coordinate the meetings of the Programme Heads in ORO as part of the programme management framework for ORO in collaboration with the Regional Director.
• Support the ORO Membership Engagement work ensuring alignment with the ORO’s programmatic offerings in Oceania.

1.3. Portfolio Management
• Develop a mapping tool to show ORO presence in the region by thematic programme areas in collaboration with the Senior GIS Officer
• Manage the ORO Portfolio including oversight for the portal ensuring the portal is regularly updated to reflect the status of ORO projects.
• Provide tecnichical assistance and guidance on networks and key partners to improve the portfolio delivery
• Develop, socialise and apply tools for tracking ORO project/ programme execution and implementation.
• Advise managers and the Regional Director on progress and problems associated with programme and budget delivery and assist managers in solving these problems.
• Advise Corporate Services on support required by Programme/Project Coordinators to ensure overall operational efficiency and effectiveness across ORO.

KRA 2: Resource Mobilisation (20%)

• Lead the development and implementation of the ORO Resource Mobilisation Strategy for 2024 – 2027.
• Lead the development and updating of a mapping tool for ORO donors and all donors present in Oceania supporting the areas IUCN leads on.
• Assist in the discussions with potential strategic partners when developing new project proposals.
• Identify opportunities for new partners and potential programmatic funding in collaboration with the Regional Director and Thematic Programme Leads, IUCN Centres and ARO for advancing ORO’s project portfolio.
• Convene resource mobilization committee for ORO to discuss concepts, proposal design and vet ideas for resource mobilization.
• Provide oversight for the implementation of the ORO Resource Mobilization Strategy.
• Support the RD’s strategic partnerships and high level resource mobilizations engagements towards ensuring alignment with programmatic needs and priorities of Oceania.
• Develop and implement an integrated training programme on programme planning, budget formulation and project cycle management.
• Identify opportunities for new partners and potential programmatic funding in collaboration with the Regional Director and Thematic Programme Leads, IUCN Centres and ARO for advancing ORO’s project portfolio.

KRA 3: People and Operations Management (20%)

3.1. Staff Management, Supervision and Coaching/Mentoring:
• Supervision of Programme Coordinators, Programme Assistant/s, the Learning, Knowledge Management, and any other programme staff by providing coaching and mentoring services to staff members in accordance with their needs.
• Conducting regular meetings with staff members to discuss their work progress against agreed annual and quarterly work plans.
Carrying out staff performance appraisals.
• Regularly reviewing the needs and workloads of reporting staff.
• Assessing training needs of staff members and making recommendations for further training or up skilling to the Regional Director.
• Assisting in the resolution of staff issues.
• Assisting direct reports to ensure that staff members remain motivated and that their grievances raised by direct reports are addressed in a timely and fair manner.
• Assisting direct reports to ensure staff members are constantly kept informed of organizational policies including the codes of conduct and that they adhere to these rules.
• Assisting direct reports to ensure that disciplinary measures are taken if and when needed.in accordance with organisation rules.

3.2. Management of Programme Operations
• Provide management and oversight of Programme Unit operations ensuring effective and efficient execution of thematic programmes and projects.
• Coordinate with Finance and HR on the administration of financial and human resources for the Programme Unit ensuring compliance and alignment with IUCN policies and guidelines.
• Reconcile project execution reporting with financial expenditure reports for all programmes/ projects.
