Job Description
The
Monitoring and CRA Senior Officer is responsible for overseeing monitoring and
client responsiveness accountability functions within the Iraq office and
coordinating with International Rescue Committee (IRC) partners across Iraq.
This role involves communication, coordination, and implementation of client
responsiveness accountability, monitoring, and learning frameworks for IRC
projects. The Monitoring and CRA Senior Officer is tasked with developing a
systematic monitoring framework aimed at enhancing the collection of both
qualitative and quantitative evidence.
Furthermore, the Monitoring and CRA
Senior Officer leads in creating monitoring and CRA tools and activities,
contributing to the relevance, effectiveness, and efficiency of IRC programs.
Additionally, this role encompasses the management of program data for quality
assurance purposes. The position requires regular visits to various locations
across Iraq and the Kurdistan region.
Major Responsibilities:
Client Responsiveness and Accountability (70% of time)
- Lead the mobilization of resources for ongoing and future CRA initiatives, in close collaboration with the MEAL coordinator. Incorporate protection safeguards, supervise implementation, and take corrective measures.
- Coordinate consultations with stakeholders to inform system design and implementation alongside the MEAL team.
- Implement the risk management plan in close coordination with country management, human resources, and safety/security personnel.
- Develop a roadmap for enhancing CRA system strengthening for the IRC Iraq Country Office and local partners.
- Conduct annual reviews of the Client Responsiveness and Accountability SOPs in-country, in close collaboration with the regional technical unit.
- Collaborate closely with the MEL and program teams to ensure the inclusion of CRA in key processes and activities related to projects and longer-term planning.
- Support project teams in creating monitoring and data-capturing tools.
- Provide technical training for enumerators in terms of data collection approaches, data protection, and client safeguarding.
- Ensure the execution and implementation of IRC's Client Responsiveness and Accountability (CRA) channels in the field offices.
- Raising community awareness about access and eligibility to services, expected staff behavior and client feedback and safeguarding mechanisms, and how to use them.
- Collecting and recording client feedback while carrying out project activities.
- Reporting on client needs, preferences, and feedback to their supervisor.
MEAL Coordination with IRC Partners Across Iraq (30% of time)
- Conduct regular visits to IRC's partner offices across Iraq.
Serve as the primary MEAL field liaison between the IRC MEAL team and partners’ MEAL focal points.
- Ensure that partners' MEAL focal points are equipped with the appropriate data collection tools and means for various project activities.
- Ensure that the data flow for regular reporting is understood and effectively utilized by MEAL focal points from partners.
- Provide necessary support in introducing new mechanisms and tools for data collection and reporting to partners’ MEAL focal points.
- Responsible for identifying and capturing learning opportunities in the coordination mechanism of MEAL management between IRC and its partners.
Staff Management and Development
- Coach, train, and mentor CRA and MEAL assistants with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance.
- Supervise and mentor CRA and MEAL assistant, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented semi-annual performance reviews.
- Provide constructive feedback and counsel on appropriate career paths and professional development.
- Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.
- Offer leadership support for successful adherence by MEAL assistant to IRC’s Global HR Operating Policies and Procedures.

contacts:
Internal: Close
collaboration is required with other MEAL staff, particularly the Information
Management (IM) Manager and the CRA Project Manager at HQ office. This
collaboration extends to MEAL Officers, other IRC Iraq program sectors.
Additionally, coordination is essential with the Grants, Supply Chain, HR, and
Finance Departments.
External: Collaborate
closely with local partners, particularly their MEAL focal points, and external
consultants for evaluations and research.
Qualifications
Education: Bachelor's degree in social work, data
science, development studies, or other appropriate fields. A master's
degree in a relevant field is a plus.
Work Experience: A minimum of 3 years of MEAL
experience in the field of humanitarian emergency and development is
required, preferably working with refugees or conflict-affected
populations.
Travel: The position requires 50% of the time
to be spent visiting implementation areas in Ninewa, Kirkuk, Anbar,
Salahadeen, and Baghdad.
Demonstrated
Skills and Competencies:
- Language Skills: Fluency in spoken/written English and Arabic / Kurdish is a plus.
- Strong understanding of design and implementation of M&E systems; including qualitative and quantitative approaches to assessment and monitoring.
- Knowledge of ODK database and information dissemination software, with preferred knowledge in GIS.
- Proven leadership, program management, staff development, planning, analytical, interpersonal, and communication skills.
- Competency in writing progress and observation reports and data audit reports; familiarity with principles and practice of data analysis.
- Excellent knowledge of MS Word, Excel, PowerPoint, and email/internet software.
- Ability to travel to and be based in project sites as needed.
Total
benefits:
Salary range: (2,503,846 - 3,255,000) Iraqi Dinars, based on various factors including
the labor market, job type, internal equity and budget as well as
calibrated by work location, individual candidate experience and skills
relative to the defined job requirements.
13th month salary per year.
21 days of leave and 15 days of paid holidays per year.
